Finding a value based on 4 criteria

I could use VBA for this, but I would prefer not to (because the next guy can't update the file)

I have a project where I need to track time.

Time is based on four criteria
    Username
    Project ID
    Phase ID
    Date

I've been messing around with vlookup, index, and match, but can't get them to work. I'm sure someone has done this.

I would appreciate the help. Thanks.

    I've attached an example.

P.S. all i need is the basic structure of the equation/script

Given use of XL2007 a SUMIFS might suffice:

You can also utilise wildcards within the criteria specification should you wish to.
