Preventing input validation paste bug without VBA

I have noticed that when pasting a value over a range containing input validation criteria, the contents are pasted anyway -- even if they violate the rule. What I would like to know is if there is a way of correcting this without VBA, while still allowing the user to input values into those cells, as they might choose to disable their macros for security.
