Excel 2007 : Two relating sets of data which need to be combibed

Hi,

I have a little problem. Please help!!

I need to figure out the relationship between these highlighted bits of data.

There are 6 incidents in total which happen in 3 seperate areas. But there are 3 different ways that these accidents could happen.

As you can see

3 have happened in the East
2 have happened in the Central
1 have happened in the West

1 happened on the street
0 happened in the recycing
5 happened in refuse

I need to link these 2 data sets together so that i get info like this

1 accident happened in the East by Refuse
1 happened in the West by Streets etc etc

Is this possible? Please help
