if you fill the question numbers down to avoid empty rows in that column (or create a column dedicated to question numbers), then you can build a pivot table from the data.
I've run a few scenarios with stacked charts and 100% stacked, but questionnaire results don't work well with these. You only have the same base line for the first data series, and it is very, very hard to compare individual values from the other data series.
I'd recommend a panel chart, where each question is basically a mini-chart in itself, but depending on how you lay it out, can be a very compact and very clean, powerful chart.

When charting survey results, I often do vertical column charts, in several horizontal panels, each panel with its own Y axis scale (the second link above, but think column instead of line chart).

On this occassion, I have been asked to provide all responses for all questions in one graph! no matter how (appropriate/or not!!) it is!.
Normally, I can choose how I present data, this is a rare occurrence thank the lord!!

Attached is a stacked bar.
Some of the questions are not really 10 point scales and as such distort the bars.
for example the question of electrical connections it's more yes/no question.
Same as the open to all ages and has showers or not. Not even sure how you got responses to the rating.

Have a look at the attached. One sheet has a pivot chart with stacked bars. Not very useful to see what's what in each series.
The next sheet has a quick&dirty panel chart with columns. Every series is clearly distinguishable, you can see trends across series, etc. Much better way to present the data. Lots of fine tuning can be done with this one.
