Excel 2007 : Conditional Data Validation Messages

Is there a way to make Data Validation Messages conditional on the value of another cell; without using VBA?

For instance, I want to make the message dissapear if the value of cell A1="Do not display messages". Also, due to the industry I am in; I can't use VBA scripts.
