How do you return table values to another sheet?

Good day ladies and gentlemen,

After a few years of just stalking on the forum for random questions I have with Excel, I finally have to sign up and ask a question of my own. So here it is...

In the attached xls you will find two sheets. Depending on the values of the LIKELIHOOD and CONSEQUENCES columns on sheet 1, I want the LEVEL column to show one of the coloured values in sheet 2. I can only think of something involving if, and, vlookup, hlookup, and index... which will make it very complicated and I don't even know if it will work.

Please advise. Thanks
