Aligning variables occuring at the same time

Hi there. I have a number of files from a test where instruments sampled at differet intervals. I would like to align all of the values that were generated at, say Noon, even though some data sets have a value every second and some every two minutes. Is there a quick way to line up all the values at the same time? Example attached.

In Short; I would like the data to be arranged by time.
