I don't need every word Capitalized

Hi, I used the Proper Case function on my spreadsheet however I do not want all of the words in proper case. For example, "In The Matter Of The Rates Of The ABC Phone Company" does not need every word capitalized. Is there any way that I can write a code to exclude certain words from this function? Thanks.
