Conditional Formatting is a reference only and not a color so I am unable to do a color count function. My conditions (rules) are :
=AND(NOT(A1="Low"),C1>0)
=AND(A1="High",B1>0)
How could I make them into a SumIF or another sum function?

I'm not sure whether I have understood your question correctly, but I have used the SUMPRODUCT function in my attachment. Is this what you are looking for?

I think is close, but I will have to check it to ensure it does in fact work. I only want a Sum of the highlighted items in total. You have broken it down into High Medium and Low products, when in fact for Column C I would like the total of everything that is NOT low and Greater then 0 ( like the conditional statement I use). And for Column B I only want a total for items High and Greater then Zero. Does that better explain my situation?
