I saw another topic where in the example there are a few rows than don't move when you scrool down. How can I make that?
I have attached the example. I am talking about the first three rows on the Database and Inventory sheets.

This is called FREEZE PANES. To freeze rows 1:3 onscreen:
1) scroll all the way to the top so you can see cell A1
2) Click on A4
3) In the Window group of the View tab, choose Freeze Panes→Freeze Panes.
The trick to freezing is you must select the cell that represents the first cell to NOT freeze. Everything above and the left will be frozen.

How can I make multiple freezes? Let's say I freeze the first three rows, then I leave a few empty rows and freeze again. And after that I can insert rows between the first freeze and the second and I have a scrool bar. Can this be made?

No. You can freeze based on one cell on the sheet. Everything above and to the left will freeze.
