Trouble getting a negative cell to pull from a different cell

Hello all
I am trying to make it so that when my formula (P22*13) is a negative that it then pulls the information from a different cell.

I was trying =IF(Q22<0,U22,P22*13) but that obviously isn't working.

Can anyone please help.
