Conditional Formatting - Multiple Rows and Columns

Hi. Can some one please help me figure out how to do some conditional formatting on multiple rows and multiple columns. For example, I have over 2000 records with employee names and the employee status (full time, part time). The employee name could show up numerous times depending on positions and other factors. The first step would be to highlight or group by the employee name, then by their status. Attached is a spreadsheet of what the end result should look like. The ultimate goal is to hightlight those employees that went from a PRN status to a RFT status, however they could of had multiple status' in between. I'm not sure how to do this. Any suggestions? Any help would greatly be appreciated. Thanks.

Re: Conditional Formatting - Multiple Rows and Columns

I have a worksheet with below columns
    1)Req#
    2)Estimated effort for Req#
    3)% of work done on Req#( ex65%)/ % completed
    4)Actual effort utilized
5)Expected effort to be utilized as per % of work completed
6)Actual effort in% against estimated effort
    7)Difference effort in % between column 5 & 6

I want to apply conditional formatting on column7 by comparing its value with 5
condition 1) if column7value = value between column 5value+5 /column5value -5)then GREEN ( safe zone work can be completed on time)
condition 2) if column7value = value less than column5value -5 then RED ( danger zone and more effort required to complete)
condition 3) if column7value = value greater than column5value+5 then BLUE ( work can be completed ahead of time)

    attached the sample excel
