How to keep fields filled with formula solution

I have been working on this spreadsheet for a long time now and just can not get it the way i want it. My problem exist that I really dont want to have macro's running since this spreadsheet is not used on privatly owned computers.
Where i am having problems is in the base pay column. As can be seen by all of the look ups i look up a name find years of service and base pay and multiply times number of days worked. The issue comes into play when that person is no longer on the PEBD tab thier years of service can not be pulled neither can thier daily pay so when it comes to creating a total spent i cant do it.
If somebody might have a suggstion / solution to my problem i would greatly appreate any assistance that can be provided.C Co RMP TRACKING 146th ESB FY12 test.xlsx

    M12: =IF(I12="X",N($G12)*N($H12), 0)

copy to N13 and down. That should clear the #VALUE errors.

it does take care of the no value solution but what i need is for the solution to stay there. in other words if no name 4 was selected to work 1 day then the value comes out to be around $75. now if i delete noname 4 from the pebd tab the name remains on rmp page but the value goes away, wouldnt be a big deal except column m subtracts the amount from D4 giving me the running balance of the budget

i guess what i really need is for column g to become a static number once it is looked up

Is this something that would be better served with a macro or vba script?
I have tried putting the equation in another tab and allowing it to be solved there and pulling it over the problem i face then is everytime i do this i get the same dollar value for al of the fields so $75 in row one will change to the value of row 2
