Copying Cell That Meets Certain Criteria

I'm hoping someone can help me out here.

I'm wanting to input data into cells B3 and B4. Using B3 for this example, the data I'm wanting to input would correspond to whatever value is in A3 (25%). I'd want Excel to then find this value (25%) along row 8 and input the value beneath it (33%) into B3 and if that value is over 100%, I'd want a V in B3 instead of the actual value.

Let me know if that wasn't explained very well.

Any help would be greatly appreciated.
