Adding additional cells to cells with formulas.

I have attached an example file as to what i'm trying to acheive as i'm not sure i can explain it thoroughly.

Under the "Contract Numbers" sheet in Cell E7 i have a formula in place already but i need to add an additional cell from the "Consultants" sheet. In the "Consultants" sheet i have multiple bidders in and whoever is the lowest i need to add that cell (in this case, Cell L4) to Cell E7 in the "Contract Numbers" sheet. Respectively i'll need to do this for the cell below L5 to be added to Cell E8 in the "Contract Numbers" sheet.
