It looks like a "stacked bar chart" where one or more of the series have "no fill" colour.

Yes it's a stacked column chart with the lower bar set to no fill. You'll just need to be careful when generating the values for 2009 & 2010 columns since the -15 will cause the lower bar to be higher than the higher bar and even setting it to transparent dosesn't seem to help. So if you've built your table of values using a formula which takes the low point for the higher bar as being the same value as the high point for the lower bar you'll need to make some adjustments in 2009/2010 for the -15 element.
Don't ask me to do it for you though since this is clearly a homework question and whilst I don't mind giving hints I think you should work it through yourself,
