Keep a running percentage

I am the secretary/treasurer for a local farmers market. What I have created is a spreadsheet that will track weekly attendance. I need to create a formula in the last column that will track percentage of attendance. Each column that there is a date, will be placed a dollar amount (different fees for each vendor for the week). So I need a formula that will basically will divide the number of times that a saturday market has a dollar amount in it (doesn't matter the dollar amount) and then divide that by 28. Hopefully I am explaining this correctly. Attached will be the spreadsheet I have created so far.
