calculation based on the values within a range

I have a problem...it goes like the following example

eg.
I have a rate chart like this:

Distance(from) Distance(to) Rate
0 100 10
101 200 15
201 300 20

Now in a cell I will input some value within 0-300, and I should get the corresponding rate in another cell.
- How can I do that?

Make your range a1:c3.
Make your input cell, say, F1
In F2 input this
