Vlookup does not produce searched for values

Hello all together,

I have a pretty straight forward problem.
I want that excel produces for me in sheet "Upload Hours" in column C
the value he finds in column D of sheet "Rep" which is attached to respective Cost Center.
I think the problem has to do with the fact that the Cost Centers in column B
of sheet Upload "Hours" are the result of a link to sheet "Summary".

Can anybody help?

Dear tom1977. Mayn thank´s for your help. It works!
The solution was to have the =value() in the cells of the Summary sheet
to which the cells in column B of sheet Upload Hours refer to, I guess.
