So is this the new rule, respond to title change requests within 25 minutes or earn an infraction?
That is appallingly bad moderating.
I am talking about infraction. This "5 minutes" was to show You do too hard moderating. I will be surprise if he will appear again.

The OP received a warning, not an Infraction - this generates an email that alerts them that their post needs attention

A quick formula should do it.
Assuming that your row data starts in A1 then in another cell put the formula:
=OFFSET($A$1,INT((ROW(1:1)-1)/3),MOD(ROW(1:1)-1,3))
And drag down. If your data starts at another cell then change only the reference in bold, but be sure to leave the dollar signs in.

New quick method:
Select Thread Tools-> Mark thread as Solved. To undo, select Thread Tools-> Mark thread as Unsolved.
Or you can use this way:
How to mark a thread Solved
Go to the first post
Click edit
Click Go Advanced
Just below the word Title you will see a dropdown with the word No prefix.
Change to Solved
Click Save
