Need help combining vlookup with IF

hi Excel gurus, I know there must be a thread like this out there but I don't seem to be able to find it.... I have a list of projects and activities that saying if they are active or inactive. I want to created a new tab that will do the vlookup of the project + activity, and give me a value of Y or N. For example:
    Project: Status: Activity: Status:
    1 Y A Y
    2 N B Y
    3 N C N
    4 Y D N

If project = 3, activity = A, it'll be inactive so the column will show me N as result.
    If project = 1, activity = B, it'll be active, and it'll show me Y as result.

    please help!
