    Find highest value in a row and return a value from a different row

    How would I automate a sheet to find the highest value in a row and return a value from a different but static row of that column (the column that contains the highest value in the initial row)?

    This is best illustrated in the attached excel example. My question description is probably a bit confusing, but the attachment should make my ask clear.
