You don't say which cell the result is a percentage of so I've said B1. Also you've omitted a colour for 30-59 so I've made it yellow.
Using formula to determine which cells to format try these.
Make sure they appear in your conditional formatting rules manager box in this order
=$A$1>B1*59% - Green
=$A$1>=B1*30% - Yellow
=$A$1<B1*30% - Red

sorry to confuse you but this is not for conditional formatting..
i want the word to appear.
the percentage will show in say c45
i want to have formula that based on c45 it will show that colour in text
=$A$1>C45*59% - Green
=$A$1>=C45*30% - Yellow
=$A$1<C45*30% - Red
Simply substitute the cell references and instead of selecting "Fill" go for colour of font
