Display 10 most recent rows of similar data from a closed workbook using wildcards

Hi, this one is beyond me. I've been spending 3 days trying to come up with a formula that will help me look up a Card ID in a closed workbook and display all data of similar cards - see attached.

Please pretend that the 2 tabs are actual 2 workbooks and that the "All cards" workbook is closed.

"Selected card" workbook works like this: users will enter in the different details that then makes up the Card ID (e.g. ZE4GAY1A). I need a formula that will then refer to the "All cards" workbook (which really contain thousands of card IDs) and find all Cards with the same country ID and town ID (i.e. ZE??GAY*) then display only the top 10 most recently activated card.

I know the mock data doesn't make much sense as to why I need to do this but my real data is too sensitive to share.
