What is the difference in excels height to width measurements?

An Excel cells "height" of 15 is not the same cells "width" of 15. On my screen I end up with a cell of 125x20 pixels. Does anyone know why?

Height is in pixels, width is in characters (the width of the character 0 in the font of style Normal).

Do you know the conversion between the two? And what kind of design choice is that by Microsoft?

The conversion varies according to the font size and style of Normal. You have one example.
