Excel 2007 : Number of users online per min

A = User ID
B = Time logged in
C = Time Logged out
D = Time

Total Users 100
Start Time: 8:00
through
End Time: 10:00
Need to see how many users are online at each 1 minute interval

I was trying : = ((B1:B100<=D)+(C1:C100>D))
