Asset Maintenance Plan in Excel 2010

Hi,
I have started a business with minimal budget, and need to setup an Asset maintenance plan - had luxury in previous employment of using a database - with IT skills on tap to assist - system flagged everything and anything from a simple inspection to an oil change or complicated overhaul. Now with no IT dept. to turn to, need to try replicate something myself - thought excel would be best, can picture what I want to see, just dont have budget or IT skills to create,
In reading some of the threads - wondering whether simpler version of what I had going in previous database is doable in excel:

Created Monthlymaintenance worksheet layout for individual asset - 'machine1' as example - with a requirement for an inspection every 30 days,(all maintenance time based for now - ranging from daily to 7yrly).

On 'pending' or 'due', would like cell adjacent to time colum ('Entry') to 'flag' - auto change background color, this change to reflect in 2 other worksheets - 'Assetmainpage' in same workbook, & 'Maintenance matrix' in separate workbook)
Upon capturing data in the cell, would like data to move down (auto enter a new cell with clock 'reset' to count 30 days?)
This as need to record history of maintenance.
Once data is entered, and new cell created with clock reset, background color should also reset in 'Assetmainpage' & 'Maintenancematrix' - guess 'Maintenancematrix' is going to grow into something similar to excel 'dashboard' - which will provide a color bar overview of Asset maintenance:- 'indate[green]', 'imminent[yellow]' or 'due[red]'.
