Excel file not updating in Internet Explorer

Each time I try to open the excel file in the web-site below is it an old version. It is updated until Aug 10, but I get an old version from June each time. I have asked people in other companies and they get the last version. The file is situated in the right corner.

Any idea why this happen? I use Internet Explorer 8 and Excel 2003.

Have you tried deleting temporary internet files, etc?

Yes, I tried that as well with no luck

Are you trying to open the file directly from the website, or saving it first? Try both methods if you haven't already.

Run disk cleanup to remove all unnecessary temporary files and empty the recycle bin

I have tried all these suggestions with no success yet.

Try a filesearch for a copy of the workbook saved on your computer.

I tried downloading and the first row is dated 10th August. The only way I can see an older version being opened is if it you have one saved somewhere.
