Ctrl+pg up and Ctrl+pg Down Dont work, New & unprotected documents

I appologize in advance for the long post but I wanted to be as detailed as possible so that I could get a good solution to this problem I’m having. Here are the details:
What I have:
Dell studio 1558
windows 7 home premium
Excel version: 14.0.6112.5000 (32-bit) 2010
Microsoft Office Home and Student 2010

Expected behavior:
CTRL+ PG UP switches one worksheet from left to right.
CTRL + PG DN switches one worksheet from right to left
Problems:
CTRL+ PG UP doesn't respond.
CTRL+ PG DN doesn't respond.

What I've tried so far:
1. Open excel in normal mode

a. Open an existing document, no change
b. Create a new blank document, no change

2. I've tried running excel in safe mode.- no change

a. Make a new document, no change
b. Open an existing document, no change

3. I've used an external keyboard: Logitech classic keyboard 200 M/N:y-ur83 -no change (its not hardware)
4. Going to review> (changes group) Protect sheet

a.

✓Protect worksheet and contents of locked cells

✓Select locked cells

✓Select unlocked Cells

Click OK

no change

b.

✓Protect worksheet and contents of locked cells

✓Select locked cells

☐Select unlocked Cells

Click OK

no change

c.

✓ Protect worksheet and contents of locked cells

☐Select locked cells

✓ Select unlocked Cells

Click OK

no change

It doesn’t seem to matter wether the worksheet is protected or not. Niether Ctrl + PG UP or CTRL + PG DN respond. Oddly though, CTRL + SHIFT +PG DN and CTRL + SHIFT + PG UP do what they are supposed to which is select the different worksheets. I also noticed that you can't click OK unless there's a check next to Protect worksheet and contents of locked cells.

5. Excel options unchecked any add ons, there are currently no active add-ons I don’t know how to disable them or I’d try that.

There does not seem to be any other documentation on the web that can help me, so I don’t know what else I can do. The only thing I can think of at this point is reinstallation but I don’t have the media to re-install so I don’t know how I am supposed to do that. Office came pre-installed on my Dell and I just put in a code to get the home and student version authorized.

Any other suggestions? Any help will be greatly appreciated. Thanks so much.

If you tried all that and still couldn't find a way, I would say that your last option would be the best, if it was up to me of course.
Were you able to get Office software and reinstall it, in order to solve the problem?
