Can anyone help me with this,
if the decimal point of a value is < or = to .4, ROUNDDOWN
if the decimal point of a value is > or = to .5, ROUNDUP
for example:
ROUNDDOWN if <= 1.4
ROUNDUP if >=1.5

What happens between 1.4 and 1.5, eg for 1.45?
Anyway, ROUND does what you are asking for, if I understand you properly.

this will round up or down --- assuming 1.4 is to =1 and 1.5 is to = 2
