Filter issue and Scroll area way too large

This is probably a simple fix but I cant seem to figure it out.
I want the scroll area to only cover the area with cells with data. For some strange reason it is going all the way to row 65000 or something.
I also cant filter the Field Joint QTY column to get rid of all the blank cells. Blanks still show up.
    I have attached the file.
Thanks for the help guys and gals.

Press CTRL+END. This will jump to the bottom right cell of your worksheet. Dragging from the bottom row on screen, select all rows up to the last row containing data. Keep your mouse pointer in the row numbers (i.e., not inside a cell) and right click. Select DELETE. Save your workbook then press CTRL+END again to test.

This happens when there are blank rows in the worksheet if you select the heading row and apply the filter. Excel assumes you want to filter only the top "table" in the worksheet. To fix it, remove the existing filter then select all of the cells, including the heading row, and set the filter on.

If you attach a sample of your workbook it will be easier to find a solution. Remember to remove/replace sensitive data before uploading the file. Look here if you need help with attachments:

The first suggestion did not work. I have already tried all the normal ways of taking care of this problem and non of them seem to work.

Your second suggestion did not work either. Strange thing is, if I ctrl+A the worksheet is segmented by blank rows. Again, i have never come across this before but any suggestions are welcome.
