Auto insert a comment according to a specific cell value

I need to insert auto comment for a specific cell value. For Ex. I have a pc with serial (ABC123) and this PC has a defected power supply. I need when i enter the serial of it an auto comment insert to the cell with the comment " Defected power supply"

Not much info on where to find data and so on but here is something that works. If you type in ABC6 you will get the comment, if you type in anything else the comment will be removed. Hope you can take it from here.

Sorry, Info like what?.. I am using a sheet contains many assets , Transferred from different location threw the month. All i need that the comment follow the serial across the workbook not per sheet.

And please note the the file doesn't work i tried to write the serial and nothing.
