Watermark visible on top of Textbox

I have a "Confidential" watermark image set via header. the spreadsheet page has text box on it. The problem is the watermark is forced "under" the text box. Is there a way to force the watermark to appear "above" everything on the spreadsheet?

Not sure if this will help or not, but if you right click the text box then Format shape, and then 'No fill' so that you can see through it
