Need Help using and understanding IF function

I have a workbook that I am running for a fantasy league of mine.
I need help connecting and using the IF function for the "Step 2" and "Step 3" worksheets.

    For example, in "Step 3"
IF "Darius Rider" is seen anywhere in C3:C95 or H3:H95 of "Step 2" worksheet, and he has value of -3,-2,-1,1,2,3 in on his record in column D or column I beside his name...how do add that value to his OVR in column D2 of worksheet "Step 3"

Also If "Darius Rider is seen anywhere in R4:28 in "Step 2" worksheet how do I make column C...the unit that is attached to his name, which is part of his record..say "40"

I have attached the worksheet. Any help will be appreciated

Part I: In Team Change Report (Step 3) cell D2 and copied down:

Note that since I didn't know if there are other values beside -3 ... +3, I used the CHOOSE function and added 4, to find the number in the list to add to the score.

I don't understand your "Also, if..." part.

Re: Need Help using and understanding IF function

Thanks so much!!!!! But I'm still having trouble applying it. I forgot to mention that I wanted to include to the 95th row. So I put that in the formula. As I will be applying this to many cells in "Step 3" B2:B37, I2:I39, and P2:P13.

My issue now is I don't know how to calculate the sum of the score. If for example "Darius Rider" appears twice in either the column of Progression Journal or Regression Journal, it will not take the sum the total values. It will only take the first value in which his name appears first and ignore any future values when his name is placed again in that column.

I also don't know how to work on formula to account for M3:M29 in "Step 2" worksheet.
If a player name shows anywhere in M3:M29 and has a value of -3,-2,-1,0,1,2,3 or any value next to him in column N
how do I get column F and column N to show the value ADDED to whatever OVR is in D or K. This formula is not as important but I'm working on it.

To clearify in "Step 3" column B is offensive players
    column I is defensive players
and column P is special teams....

I uploaded what I have done so far. I applied the formula to the necessary cells.

    Anyone?? I'm really struggling.

How do I get the formula to count the multiple values of each column if a player name appears more than once in a column?
