Need Help with Function for Table Calculation

I am creating a cash flow statement and part of that is calculating a bonus for one of our directors. I am not sure how to do this. His bonus is structured so that if his direct department expense divided by the revenue the department generates is between a certain set of parameters he gets a percentage of that revenue.

The table looks like this:
Budge/Rev : Bonus % of Rev
8% : 3%
9% : 2.75%
10% : 2.5%
11% : 2.25%
12% : 2%

Can somewhere please steer me in the right direction?
