Cell to assign values based upon goals

I have 9 locations that I have to set goals for and track how close they come to their goals. I have created a spreadsheet but would like excel to autofill the points earned per catagory.
If the location meets or exceeds their goal, I want the system to assign 20 points,
if the location is 0.01% to 1.00% above goal, assign 15 points.
1.01% to 2.00% assign 10 points,
and 2.01% or more above their goal assign 0 points.
I have attached a copy of last years woorkbook.

I have not set that up in the woorkbook. I did not know if I needed to or how to.

In the work book there is a sheet called state standards. This sheet has the goals for each catagory ie: slow file bad debt and loan volume listed by month. Each office has the account gain listed on the right by month and office. (Each office has a different account gain goal. The other sheets are divided by quarters. 1st quarter has the actual numbers that the office obtained for that month. The column beside their actual number is labeled points. I would like the system to look at the actual number compared to the goal and assign a specific point value The point values for each catagory is listed on the bottom half of the state Standars sheet.

The workbook is from 2012. So every month shows the actual ending numbers. Yes -2 is the actual ending number for Collinsville in January. The goal is under state standards. The goal criteria is listed I column A row 16 - 23. With each office having a different account gain for each month. The goals for slow file, loan volume, and profit are different every month they do remain the same for each office. So the goals that they are trying to hit are column C-P and rows 3-14 depending on the month. Again account gain are the only goals that change every office.

With Collinsville account gain being -2 for January, you would look at State Standards, column K row 3 to find their goal Which was -30. Since they exceeded their goal the system would look to column k row 17. Which shows that they would get 25 points. (account gain points are all or none. ) % of account gain (row 5) will always be 0. They are never assined points for % of profit.

Look at collinsville again column b. row 6 Sf their actual number was 33.69. Their goal for january was column c row 3, 31%. So they would get 0 points as shown under slow file ( column c ) row 17 that states 0 points for being above their goal .

I apologize in the previous note I said % profit was always 0. It is actually $ profit that is always 0. % earns points
