Bubble heat Map

Hi,

I am having quite some issues in creating a bubble map.

I would need it by risk categories and the impact as Low/Med/High and with the width of the bubble maybe as the count.

I have attached the excel below and an example of the final result, I would be grateful if anyone could help.

If any other data is required, please let me know.
