IF function not working when I make a ratio the then result

When I create an IF/THEN formula, it will not give me good results if I use a sum function / a number as the THEN result.

This works:
=IF(AND(C122=0,C125>=17,SUM(C125:C128)=21,C128=0),1,0)

But this doesn't work:
=IF(AND(C122=0,C125>=17,SUM(C125:C128)=21,C128=0),1,SUM(C123:C125)/21))
