The question is how to combine both Drop Down list and Vlookup in a cell?
For example, I enter item number in column A then column B will vlookup the item I just entered from the Data Spreadsheet, If the result is error due to not having that item from the data sheet. I can use drop down list to assigned a category to this item manually since it does not have record from the data sheet.

This could be possible... however, it will require a macro to execute every time data is entered into a cell in column A.
Before going ahead and writing the VBA, I just wanted to check with you and see if you'd be open to macro-based solutions... I'm not sure the target audience of your spreadsheet, but it would require them to either enable macros, or add the spreadsheet as a trusted document (if also using 2010). It also tends to confuse some people!
