Scroll Bar and Data Filters

I'm trying to setup a scroll bar for a table of data with 5 columns. I'm using the scroll bar for the first column, but adding a data filter messes up the scrolling capabilities. It doesn't filter the right data when I scroll up/down.

Is there a way for the table to filter data yet still have the scroll bar?

I forgot to mention that column 1 has the name of the project, while columns 2-5 use a vlookup to find information about that project. When I filter on columns 2-5, the data becomes weird.
