Maybe you could make do with the Data Validation, as set out in the attached sample Workbook.

this seems to be good, but can we use the custom option to implement the if statement please. suggestion please

You state thatSince an IF THEN formula can only handle unique parameters, I believe, you cannot use the above requirement in any formula, or with custom Data Validation. That is why I have used a List with Data Validation....when b3="e" then c3 can be either "GPA" or "NGPA".
