Randomize Students in Different Groups in Different Areas of Company

I run a small mentoring program that has 15 students. We send each student to different departments weekly for 6-8 weeks. Is there a way to set up excel to take the list of names, dates of visits and randomize students in each department so that they do not hit a department twice.

How many departments?

Do you want the students to move in cohorts (eg, the same three students visit different departments together)?

Do you want an equal number of students in each department? If not, what are lower/upper bounds?

Generally I'd handle this with RANDBETWEEN(1, number_of_departments), but it's necessary to also have to do something to handle the "no repeats" situation. Plus whatever other constraints might exist.

Right now we have 6 departments. I would like for the 15 students to shuffle groups if possible each week to encourage them to get to know others.
