Allow data changes only in rows 13 and higher - simple steps needed.

I have a file shared among serveral users and don't want anyone messing with anything in the first 12 rows. I have worked on the locked, unlocked, protection, passwords... going nuts.

I'm yet to find simple steps 1, 2, 3 to make this happed. I don't want a password required to open the file.

The rows 13 & over people just add simple serial numbers onto a list; Example S/N: 5012WW01, 5012WW02

Worksheet called tracker; using MS Office professional, Excel version 14.0.

    Thanks for any assistance.

    Clarification-

The file is not offically 'shared' just several uses have access to it one at a time.
