Insert rows, transpose data from column in to rows, in steps

So the data is being given to me with one row per name, with all their goals, competencies and development activies going out to the right in columns. The person creating the original file did not have the ability to do multiple rows per EE name in their output. So, they just inserted Goal 1, Goal 2, Goal 3, -> Goal 8, Competency 1 -> Competency 8, etc. Instead of doing this with multiple rows per employee name:

EmpID Name Manager Name Goal Name Organizational Goal Goal Weight Goal Due Date Comp Name etc.

In order to load in to my system, I can't have multiple Goal headers... Etc. I can only have one goal header in the file. I can enter multiple rows with the same employee name to show the next competnecy or goal.

So, I need to insert rows under the correct employee name, add their next goal, etc.

Attached is a file with two tabs. One with how they are giving me the data, the other with how I want it to end up.

I can easily use my mod to add in blank rows. The place where I get stumped is getting the stepped transpose.
