Pictures don't actually become part of a cell's contents. They are objects that can be "anchored" but it isn't a solid anchor. Here is some work that I did in attempting to answer another question. It has shapes that were saved as pictures then inserted into cells. The shapes could be any pictures. The key is that they are pictures. This file probably has more than you want to do but there are instructions on how to accomplish what I did and you can take it as far as you like and ignore the rest.

    Hi There,

You could put a comment box into the cell and import a photo/pic by doing the following:

Right click on the cell and select insert comment.
Right click on the frame of the comment box and select Format comment.
    Click on Colors and Lines.
Click on the Color drop down list and select fill effects.
Click on Select Picture and choose your item from the directory and enter.

This should display the item in the comment box, you can then show the comment box or just hover over the cell which will then display the item.

    Hope this helps!

    Regards
