trying to copy quantities without using copy paste?

    gday, my names jesse,
this may sound like a very easy question to answer but im not great with computers and am having a bit of trouble. well what im wondering is if there is a tool that will copy and paste a list according to the qty list next to it. it is to help with print merging in corel draw.
so i am sent excell spreadsheets with a list of labels to print and the quantities in a column next to them and at the moment i copy list then paste below then delete any with '1' in qty, then copy and paste and delete any with '2' in qty then copy and paste ect ect. this process takes along time and ive had a play to try and find a helpful tool that you highlight columns then excell does the work for you. does anyone know of a better way or the tool/icon i am looking for?
any help woukld be greatly appreciated.
    thanks for reading.

Attach a sample workbook. Make sure there is just enough data to make it clear what is needed. Include a BEFORE sheet and an AFTER sheet in the workbook if needed to show the process you're trying to complete or automate. Make sure your desired results are demonstrated, mock them up manually if needed. Remember to desensitize the data.

this is the first excel sheet called 'start sheet' then the finished list called'start sheet fin'.
i need the list to be in one column with the amount of labels required on each line. eg 390 labels = 390 excel lines.
    i hope this helps.
    thanks
