Variants of csv file

I have an application that uses csv files to upload members.

Files saved in Comma Separated Values (csv) format do not work but files saved in Windows Comma Separated (.csv) seem to work.

I guess it would make more sense if the extensions were different.

But, technically speaking, how could I fix this? or how would a developer fix this? what's the difference?
