Lotto generator

So i made this lotto number generator, the problem that i am facing is that the numbers do not spread evenly. As you can see in sheet 2. They tend to be more numbers from the last numbers of the created intervals except for the "6" intervals.
I understand why, but i do not know how to improve the sheet. Any ideas?
