textbox not returning correct value from listbox

i have a listbox that shows different data including Time. the selection is sent to textbox's yet time example 06:00 shows up as 0.25 and the 17:00 shows as 0.70833333333 ive put

into the textbox_Change but still shows as explained.
also can i use a smalled bit of code instead of the one above.
