Help with sorting data?

Hello, I am trying to work on a project my college math professor has assigned, but I can't seem to figure out the first step. He's given us a bunch of unsorted raw data and we have to make graphs. The only part I can't seem to figure out through google is how to sort all of this data so I can begin creating my graphs. It's spread throughout several rows and columns. I've included a picture in case I'm not explaining myself properly. Is there a way I can group this data? Everything I try seems to only work for a single column/ row. I'm sorry if this is a dumb question, but this isn't something I ever covered in any computer classes and I'm so confused and frustrated. It also has absolutely nothing to do with the class I'm taking (math for the liberal arts). I would really appreciate any help, thank you! data.png

I assume that the assignment states the bins (groups) into which the data needs to be sorted for step one. Choose the entire data set as the input range in step four. You may or may not want to format your answer as in steps nine through eleven.
